Ideally, the case definition or test needs to be SENSITIVE 

enough to reduce the FALSE NEGATIVES to as low as possible 

and SPECIFIC enough to reduce the FALSE POSITIVES to as

low as possible .....  [We need to classify as POSITIVE

the cases, ALL the cases and ONLY the cases; 

We need to classify as NEGATIVE the truly NEGATIVE,
